Amid Grading Controversy, Florida Education Chief Tony Bennett Resigns

Tony Bennett resigned Thursday as Florida education commissioner following two days of controversy over school grades in his home state of Indiana.

He made the announcement at a news conference in Tallahassee late Thursday morning.

?The decision to resign is mine and mine alone, because I believe that when this discussion turns to an adult, we lose the discussion about making life better for children,? Bennett said.

Coming to Florida from the Hoosier state last January, Bennett had faced mounting calls for his resignation in the wake of revelations, first reported by The Associated Press, that he interceded on behalf of an Indiana charter school run by a prominent Republican Party donor. On Thursday, he called those reports ?malicious and unfounded.?

His resignation would be a major setback for Gov. Rick Scott and state education leaders, who are working to overhaul Florida?s system of school accountability and assessment in compliance with the national Common Core standards.

?I?m saddened by Commissioner Bennett?s departure,? state Board of Education member Sally Bradshaw wrote in an email to the Herald/Times. ?This is a loss for Florida?s students.?

The Florida Department of Education has had a revolving door of leaders during Scott?s 31 months in office. Including Bennett, there have been three different education commissions and two interim education commissioners.

Bennett, a nationally recognized education reformer, came on board after losing reelection in Indiana.

(AP) ? U.S. diplomatic posts in 19 cities in the Muslim world will be closed at least through the end of this week, the State Department said Sunday, citing "an abundance of caution."

State Department spokeswoman Jen Psaki said the decision to keep the embassies and consulates closed is "not an indication of a new threat."

She said the continued closures are "merely an indication of our commitment to exercise caution and take appropriate steps to protect our employees, including local employees, and visitors to our facilities."

Diplomatic facilities will remain closed in Egypt, Jordan, Libya, Yemen, Saudi Arabia and Kuwait, among other countries, through Saturday, Aug. 10. The State Department announcement Sunday added closures of four African sites, in Madagascar, Burundi, Rwanda and Mauritius.

The U.S. has also decided to reopen some posts on Monday, including those in Kabul, Afghanistan, and Baghdad.

The Obama administration announced Friday that the posts would be closed over the weekend and the State Department announced a global travel alert, warning that al-Qaida or its allies might target either U.S. government or private American interests.

The weekend closure of nearly two dozen U.S. diplomatic posts resulted from the gravest terrorist threat seen in years, the top Republican on the Senate Intelligence Committee said Sunday.

Sen. Saxby Chambliss said "the chatter" intercepted by U.S. intelligence agencies led the Obama administration to shutter the embassies and consulates and issue a global travel warning to Americans.

"Chatter means conversation among terrorists about the planning that's going on ? very reminiscent of what we saw pre-9/11," Chambliss, R-Ga., told NBC's "Meet the Press."

"This is the most serious threat that I've seen in the last several years," he said.

Rep. C.A. Dutch Ruppersberger of Maryland, the top Democrat on the House Intelligence Committee, told ABC's "This Week" that the threat intercepted from "high-level people in al-Qaida in the Arabian Peninsula" was about a "major attack."

Yemen is home to al-Qaida's most dangerous affiliate, blamed for several notable terrorist plots on the United States. They include the foiled Christmas Day 2009 effort to bomb an airliner over Detroit and the explosives-laden parcels intercepted the following year aboard cargo flights.

Rep. Peter King, who leads the House Homeland Security subcommittee on counterterrorism and intelligence, said the threat included dates but not locations of possible attacks.

"The threat was specific as to how enormous it was going to be and also that certain dates were given," King, R-N.Y., said on ABC.

Rep. Adam Schiff, a House Intelligence Committee member, said the "breadth" of the closures suggests U.S. authorities are concerned about a potential repeat of last year's riots and attacks at multiple embassies, including the deadly assault in Benghazi, Libya, where the U.S. ambassador and three other Americans were killed.

In addition, Interpol, the French-based international policy agency, has issued a global security alert in connection with suspected al-Qaida involvement in several recent prison escapes including those in Iraq, Libya and Pakistan.

Those prison breaks add to the concerns about an attack, said Schiff, D-Calif., also noting the approaching end of the Islamic holy month of Ramadan.

"So you have a lot things coming together. ... But all of that would not be enough without having some particularly specific information," he said.

The Obama administration's decision to close the embassies and the lawmakers' general discussion about the threats come at a sensitive time as the government tries to defend recently disclosed surveillance programs that have stirred deep privacy concerns and raised the potential of the first serious retrenchment in terrorism-fighting efforts since Sept. 11.

The Senate Judiciary Committee chairman has scoffed at the assertion by the head of the National Security Agency that government methods used to collect telephone and email data have helped foil 54 terror plots.

Schiff said he has seen no evidence linking the latest warnings to that agency's collection of "vast amounts of domestic data."

Other lawmakers defended the administration's response and promoted the work of the NSA in unearthing the intelligence that lead to the security warnings.

"The bottom line is ... that the NSA's job is to do foreign intelligence," Ruppersburger said. "The whole purpose is to collect information to protect us."

Added King, a frequent critic of President Barack Obama, "Whether or not there was any controversy over the NSA at all, all these actions would have been taken."

Friday's warning from the State Department urged American travelers to take extra precautions overseas, citing potential dangers involved with public transportation systems and other prime sites for tourists. It noted that previous terrorist attacks have centered on subway and rail networks as well as airplanes and boats. It suggested travelers sign up for State Department alerts and register with U.S. consulates in the countries they visit. The alert expires Aug. 31.

The statement said al-Qaida or its allies might target either U.S. government or private American interests.

Libyan deputy PM resigns citing 'policy failure'

TRIPOLI, Libya (AP) ? Libya's deputy prime minister says he has resigned due to failed government policies and deterioration of security following a string of assassinations.

The prime minister's office said Sunday it had accepted the resignation of Deputy Prime Minister Awad al-Barassi.

Al-Barassi announced the resignation late Saturday on his official Facebook page, saying that a "fearful number of assassinations of honorable people" stemmed from government policy failure.

The last week of July saw a series of assassinations, including those of a leading Libyan lawyer and activist and a former top official in the country's newly-formed security force.

Spain's Rajoy faces lawmakers over corruption scandal

MADRID (Reuters) - Spanish Prime Minister Mariano Rajoy appeared in parliament early on Thursday to testify about his alleged involvement in a corruption scandal that is undermining the authority of his ruling People's Party (PP).

Luis Barcenas, a former treasurer of the party jailed on bribery and tax evasion charges, told a judge he collected millions of euros in cash donations from construction magnates and distributed them to senior PP figures including Rajoy.

While the scandal has damaged Rajoy's credibility and eroded voter support for the PP, he is expected to hold on to power because the party has a strong majority in parliament.

Rajoy, who together with other leaders of the center-right party has denied wrongdoing, was due to appear before the lower house shortly after 0700 GMT (3 a.m ET).

One issue lawmakers will probably want clarified is why Rajoy and the party maintained close ties with Barcenas after the former treasurer was first accused of corruption in 2009 in a judicial investigation.

Barcenas had accumulated up to 48 million euros in Swiss bank accounts during the 30 years he worked for the PP, most of them as a manager handling party accounts.

He left the party in 2009, but the PP paid his legal defense fees and also continued to pay him a hefty monthly stipend under a deferred severance pay plan.

Rajoy has acknowledged he continued to exchange text messages with Barcenas up to earlier this year when details about the Swiss bank accounts emerged.

Rajoy agreed to testify before lawmakers after opposition parties threatened to call a vote of no confidence in order to force him to take their questions.

The prime minister's office said Rajoy will also take the opportunity on Thursday to discuss Spain's economy, which the government says is beginning to recover after five years of stagnation and recession.

Spaniards believe corruption to be the country's most serious problem after unemployment, polls show, and Spain's main political parties have lost significant ground to smaller ones thought to be more honest.

In a Metroscopia poll of 1,000 voters published on Sunday, 90 percent said they thought Rajoy was only taking questions because he had been forced to do so by opposition parties, and 89 percent said they did not believe his answers would clarify what had happened.

Thursday's televised hearing takes place in the chambers of parliament's upper house.

Today, we are witnessing an odd phenomenon: some LGBT activists are jumping on the boycott, divestment, and sanctions movement bandwagon (BDS) though its goal is the demise of one of the world?s most progressive LGBT countries, the only gay-friendly country in the Middle East, and the world?s only Jewish nation?Israel. It?s one thing to advocate for Palestinian rights, but what would turn a Jewish, ?hard core? radical lesbian into an anti-Zionist leader?

Meet Sarah Schulman, noted for her?combativeness, lesbian and AIDS activism, 17 books, and for co-founding the ?fire-eating? Lesbian Avengers, which other LGBT organizers?criticized?as ?extremist.? In?2010, Sarah suddenly turned her wrath on Israel though she admits she had never paid any attention to the Jewish state before. The catalyst was an invitation to speak at a Tel Aviv University LGBT conference. When a friend objected to her violating the boycott of Israel, she?responded, ?Never heard of it.??She asked her political cohorts for information and was directed to BDS leaders, and went on a brief trip to Israel and the West Bank. That was her research on the Palestinian-Israeli conflict?information from only one side.

Within a year, she was calling for BDS, indicting Israel, and calling for the end of the Jewish state. She praised the ?one state solution? and glibly?claimed?that?New York City is ?the best place in the world for Jews and I think they should all move here, and forget about Israel.? She attempted to bridge the non-sequitur of her new found cause and gay issues in a convoluted?New York Times?op-ed that accused Israel of ?pinkwashing,? that is, highlighting its progressive gay policies to distract attention from its alleged violation of Palestinian rights.?In?2012, she described her journey to anti-Israel activism in her book ?Israel/Palestine and the Queer International,??and in?2013?she organized an Israel-bashing conference on ?homonationalism.?

New information clearly did not cause Schulman?s transformation. Though she is a professor at City University of New York (despite never earning any post-graduate degrees) her book has no reliable facts and context is systematically distorted. Schulman simply regurgitates anti-Israel propaganda. She frequently admits, in almost giggly tones, how little she knows, and even confesses that she had never looked at a map of Israel until after she had committed to BDS.

For example, Schulman claims that in?2010, Israel still had settlements in Gaza when in fact, all Jewish settlements and even cemeteries had been uprooted in?2005. She argues that Israel?s administration of the territories after 1967 was a ?detriment? to the Palestinian economy when in fact Israel helped modernize the area and turn it into the 4th?fastest growing economy in the world in the 1970?s and 1980?s. She doesn?t understand Zionism, writing that Herzl was right that Jews would never be safe in Europe, but faulting him for ?missing? the fact that ?Muslims would never be safe there either.? The obvious difference is that before the reestablishment of Israel, no Jewish-majority state existed where Jews could seek refuge. In contrast, the Ottoman Empire then ruled over vast Muslim territories, and today there are 22 Arab Muslim states. Schulman writes that ?People never claim that Israel?s action does not violate international law. That?s a given.? The only given is that Schulman did not research the many legal scholars who disagree.

Schulman erases context. She ignores the long history of wars and terrorism against Israel, claiming that its security fears are ?manufactured.? The Palestinian terrorism campaign of suicide bombing known as the 2nd?Intifada which murdered over 1,100 Israelis and wounded over 8,000, and the over 13,000 rockets that Palestinians have fired from Gaza into Israel?s southern communities are not mentioned. Consequently, she can write that Israel ?decided? to build the security barrier for no reason and that the only purpose of the checkpoints is to humiliate Palestinians?not to protect Israelis.

The real ?washing? is by Schulman who consistently whitewashes those most guilty of violating progressive and LGBT principles. She whitewashes Hamas, claiming she can?t judge the group because all she knows ?was fed to me on American television? though she could have looked at Hamas? founding document and leaders? statements which call for the murder of Jews, obliteration of Israel and establishment of an Islamist caliphate, and liberally quote from the anti-Semitic forgery, ?The Protocols of the Elders of Zion.???She justifies participating in demonstrations with Hamas supporters because, she explains, she had also participated in gay parades with Republicans and Orthodox and Hasidic Jews, equating these groups with an internationally designated terrorist organization notorious for its suicide bombing and rocket attacks on innocent civilians. She attributed her concerns about Hamas to her ?prejudice.?

Schulman?told?one interviewer that she wrote the book ?mostly for Jews? so they would overcome their own prejudices and stop supporting the Jewish state. But to convince audiences that their concerns are ?prejudice,? she consistently distorts reality and becomes an apologist for people, policies and views that are diametrically opposed to the values that have propelled her life?s work. She denies the reality of Arab homophobia, writing that ?I caught myself internalizing ridiculous false stereotypes that depict whites as more pro-gay than Arabs,? ignoring the homophobic government policies and societies that have inflicted so much suffering on gay Arabs. She praises two Palestinian lesbian groups, sliding over the fact that they have had to make their base in Israel, not the West Bank where they could not function. Exquisitely sensitive to anti-Semitism, she writes that her belief that Europeans and Christians were fundamentally anti-Semitic was constantly reaffirmed, but she turns a blind eye to the pervasive anti-Semitism in the Arab world. When questioned about the incompatibility of her feminist values and Palestinian subjugation of women and honor killings, this ardent feminist simply dodged the issue, answering, ?right now, that?s not my job.??She should have answered, don?t bother me with facts that conflict with my propaganda campaign.

Nor is Schulman above peddling her own prejudices against Jews and Israelis. The Israeli cousins she met as a child were ?arrogant? and ?did not identify with other people;? when she visited Israel, a religious Jew tried to help her ?in that awful way I remember from my childhood.?

Despite her progressive values, Schulman does not encourage open debate. She?rejected several papers submitted for her ?homonationalism? conference that challenged her views of Israel , such as one that argued Israel was promoting itself as gay friendly to increase tourism, not to hide its treatment of Palestinians.

What made Sarah turn on Israel? Perhaps, in part, it was a reaction to her own bitter family experiences. Her Jewish family kicked her out when they learned she is a lesbian. Perhaps, too, she realized that advances in gay rights do not mean the progressive agenda has been achieved. Or perhaps the very success of the LGBT movement drove her. As she admitted, LGBT people are increasingly accepted by mainstream society. Indeed, the whole concept of ?homonationalism? is that gays who have been integrated now identify with the ?racial and religious hegemony of their countries.? Sarah, who had devoted her life to LGBT, may have been in search of a new cause, one with the same energy and defiance, and one that would keep her relevant.

BDS and the anti-Israel movement are now the chic radical cause for some. Unfortunately, it is destructive, anti-Semitic, and the antithesis of progressive values. Many prominent LGBT leaders understand this. Perhaps one day Schulman will be among them.

U.S. House passes Iran sanctions bill to slash oil exports

WASHINGTON (Reuters) - The House of Representatives easily passed a bill on Wednesday to tighten sanctions on Iran, showing a strong message to Tehran over its disputed nuclear program days before President-elect Hassan Rouhani is sworn in.

The vote also highlighted a growing divide between Congress and the Obama administration on Iran policy ahead of talks on the nuclear program in coming months. Iran insists the nuclear program is purely for civilian purposes.

The bill, which passed 400 to 20, would cut Iran's oil exports by another 1 million barrels per day over a year, in an attempt to reduce the flow of funds to the nuclear program. It is the first sanctions bill to put a number on exactly how much Iran's oil exports would be cut.

Previous U.S. and EU sanctions have reduced Iran's oil exports by more than half. The United States has worked with Iran's top oil consumers including China, Japan and South Korea to push them toward alternative suppliers of crude.

Oil prices have remained relatively steady, which has allowed the efforts to continue, but some analysts say further sanctions risk pushing up prices and damaging the economies of U.S. allies.

The bill still has to be passed in the Senate and signed by President Barack Obama before becoming law. The Senate Banking Committee is expected to introduce a similar measure in September, though it is uncertain whether the language to cut exports by 1 million barrels a day will survive.

Critics of the bill said it shows an aggressive signal to Iran that last month voted in Rouhani, a cleric many see as more moderate. He will be sworn in on Sunday.

Rep. Ed Royce, a California Republican and Chairman of the House Foreign Affairs Committee who introduced the bill with Rep. Eliot Engel, a New York Democrat, said the United States has no higher national security priority than preventing a nuclear-armed Iran.

Royce said the Supreme Leader Ayatollah Ali Khamenei's drive to develop a nuclear arsenal was evident. "New president or not, I am convinced that Iran's Supreme Leader intends to continue on this path," he said.

The vote showed a growing disagreement between the White House and Congress on Iran policy. A senior administration official said on Wednesday the White House is not opposed to new sanctions in principle, but wants to give Rouhani a chance.

The Treasury Department last week partially eased sanctions on Iran by expanding a list of medical devices that can be exported there without special permission.

One of the 20 lawmakers to vote against the bill, Jim McDermott, a Washington-state Democrat, said shortly before the vote that the rush to sanction Iran before Rouhani takes office could hurt efforts to deflate the nuclear issue.

"It's a dangerous sign to send and it limits our ability to find a diplomatic solution to nuclear arms in Iran," McDermott said.

The bill also further denies Iran governments access to foreign currency reserves, and targets Iranian efforts to circumvent international sanctions against its shipping business.

The Top 5 Things Every Recruiter Expects from Every Candidate ...

Recruiter ExpectationsWe talk a lot about customizing resumes, a solid online presence and effective job search techniques. We even talk (and talk) about job interview best practices.

What we don?t talk about enough are the basics every recruiter look for in every candidate, regardless of the job, level of experience or even the industry.

So ? keeping in mind that from the research they?ve done so far, the recruiter knows you can do the actual job (or you wouldn?t have been offered a face-to-face interview) ? let?s talk about that now, starting with the top five:

Confidence

From the moment they meet you, the recruiter is going to be assessing how you project confidence. Several factors go into this assessment?

Do you communicate well (the anxious and unprepared typically exhibit very poor communication skills)? Are you able to engage in conversation? to co-manage the interview? Do you listen ? really listen ? before attempting to answer the recruiter?s questions? Does your ?confidence? ever cross over into arrogance?

Most important: the recruiter wants to know if you?ll earn the respect of your potential colleagues, company managers and the executives. And the best way to do that? is to exude humble confidence.

Culture Fit

A few years ago, recruiters didn?t even talk about culture. There were more jobs open than there were candidates, so a person could be a Type A-hole and still get hired ? as long as they could do ?the job?. Those days are gone.

Today, a recruiter is measured (judged, even) by their ability to find talent that will embrace the organization?s mission, understands how the company functions, and has a clear ability to work well with the existing team. The perfect situation? the recruiter?s brass ring: the new hire makes the team significantly better.

The candidate who survives this test takes on a challenging task: they must learn everything they can about the company mission and culture ? and be able to articulate how they are the right fit, complete with solid examples ? well before the interview.

Knowledge

Since the demise of the entry-level position in the workforce, knowledge ? not the theory you learned in school, but the real stuff that makes you employable ? is king.

Knowledge of the industry and competition. Knowledge of the role (well past the job description). Knowledge gained from your internships, job shadows and informational interviews. Knowledge of the recruiter and would-be manager. And, of course, in-depth knowledge of the company mission and culture.

If there is any doubt about what you know ? and exactly how that knowledge and your experience will solve the problem they are trying to fix with this hire ? you will not be the top choice.

Manners

Yes, this is a bit old-school; perhaps even clich?. But from how you treat the receptionists and gatekeepers to the eye contact appropriately held; from the handshakes extended to the natural use of ?please? and ?thank you? ? your manners are a big factor in how you are perceived as a candidate.

To many, manners also include appropriate personal space, the volume at which you speak, turning off your cell phone and even your posture. Manners can also include holding doors open when the situation arises and cleaning up after yourself while getting that cup of coffee offered to you as you began the interview.

Because manners are so subjective, we just never know what might be a ?red flag? for the recruiter. So be prepared to go old-school while demonstrating excellent professional manners. If you?re ever in doubt about what are appropriate manners during your first interview, remember this advice: Act as if you are meeting your future mother-in-law for the first time ever? at church.

Attitude

No matter how high-tech we get in job searches? nothing matters now more than a great attitude and a greater smile. Some of this gets back to the culture issue, yes. To the recruiter, however, attitude is more than that. Much more.

Do you approach your work with enthusiasm? Are you passionate about what you?ll be doing 40, 50 or 60 hours per week? Do you solve problems with an approach that combines tenacity with poise? Are you too cool to hustle, learn and grow? Are you willing to share what you know? and mentor others?

In the recruiter?s eyes ? assuming you?ve shown humble confidence, that you?re a good fit, that you?re knowledgeable and you?ve displayed manners your momma? would be proud of ? your attitude may be all that is left between you and a job offer.

Hornung: Rising rates no reason to give up | Inside Real Estate News

In May, mortgage rates started to rise from their historical lows and now are hovering around 4.5 percent, more than a full percentage point higher than they were at the absolute bottom. However, they are still low by historical standards.

An analysis by InsideRealEstateNews of more than four decades of interest rate data, found the average 30-year, fixed-rate loan at the end June was 8.56 percent.

What do rising rates mean for today?s homebuyer? A look at options for a prospective homebuyer in today?s market is the subject of this month?s conversation between Lane Hornung, founder and President of 8z Real Estate, and John Rebchook, of InsideRealEstateNews.com.

John: Lane, what is house-hunting like today for someone who has been searching for a home for a few months, but still hasn?t landed one?

Lane: It could be a bit frustrating. Let?s say you were pre-qualified for a $300,000 home earlier this year and you started looking. You may have been out-bid and lost out on a listing or two that you really wanted. Now, your buying power has been eroded because of rising interest rates.

John: What does that mean for the consumer?

Lane: It?s a double whammy. Instead of a $300,000 home, you may now only qualify for a $270,000 home due the increase in rates. The second part of the double whammy is that homes prices have been rising. A home priced at $300,000 at the beginning of the year might now cost $315,000 or $330,000.

John: What are some of the options for this theoretical homebuyer?

Lane: One option, of course, is to take your ball and go home and get out of the market.

John: Is that a good idea?

Lane: Not necessarily, assuming you are buying for the right reasons. That is, you truly want or need a house and plan to stay in the house for a number of years. In some ways, throwing in the towel is an emotional decision borne out of missing the absolute bottom. It may not be the most rational decision, financially speaking, if you really want a home.

John: Can a prospective buyer count on a better time to buy in the future, with the idea that rising rates and more inventory will drive down prices?

Lane: It is very hard to time any market, whether it is the housing market or the stock market. Does the housing market care that you gave up? No, it does not.

John: Do you think we will ever see rates around 3.3 percent again?

Lane: If I were going to place a bet, I think it is more likely that rates will go higher, rather than fall back to their all-time lows. Also, keep in mind that a 4.5 percent rate, historically speaking, is a great rate.

Rising rates always knock some people out of the market and hurt affordability. On the other hand, rising rates can mean that the economy is getting better. If people have more money, and consumer confidence rises, that will increase the demand for housing.

John: So people can?t count on rates and or housing prices being lower a year from now?

Lane: Of course, nobody knows. Typically, real estate markets follow five-to-seven-year cycle and we are a couple of years into that cycle. That could mean that a year from now that $300,000 home is even more expensive than today, and interest rates are higher. If that is the case, you are only hurting yourself by waiting.

John: What are some of the options for someone who is prequalified for a $300,000 home?

Lane: One thing they could do is lower their expectations and buy a $270,000 home. Another option a good broker may suggest is a different neighborhood that is not quite as expensive as where they were previously looking,but close to those expectations.

John: How about an adjustable rate mortgage?

Lane: An ARM can be a very good choice, especially if you only plan to stay for 5 to 7 years. I?ve seen some very attractive ARMs recently. They are already starting to fill the void caused by rising fixed-rates.

Loeb blasts Sony's 'bloated' entertainment division

Sony CEO Kazuo Hirai has said the company's entertainment division is off limits.

Since May, the hedge fund investor has pressed Sony to spin off its entertainment division. The Japanese electronics giant has responded by indicating its movie and music business isn't going anywhere near an auction block at the moment.

Now, Loeb is increasing pressure on the company -- and he's not dancing around the key issues.

"Keeping entertainment underexposed, undervalued and underperforming is not a strategy for success," Loeb wrote in a July 29 letter to investors with his Third Point fund.

The letter says that profits from the division lag behind its competitors, a trend exacerbated by recent summer blockbuster films like After Earth and White House Down that "bombed spectacularly at the box office."

Loeb also issued a sharp critique of management in the entertainment division, saying the operation has a "famously bloated corporate structure, generous perk packages, high salaries for underperforming senior executives, and marketing budgets that do not seem to be in line with any sense of return on capital invested."

Sony won't realize its full potential unless it stops treating its entertainment division as a "red-headed stepchild," he said.

Third Point, as one of Sony's largest shareholders, has continued to raise its stake. In June, the fund boosted its holdings to about $1.4 billion.

Sony's earnings could benefit directly from a separation, as it "stands at the crossroads of compelling corporate opportunity and massive Japanese economic reform," Loeb wrote previously in a letter to the company. "Under Prime Minister Abe's leadership, Japan can regain its position as one of the world's preeminent economic powerhouses and manufacturing engines."

Loeb has been vocal about his interest in Japan, telling investors that his firm is "extremely focused" on the country. At a hedge fund conference in May, Loeb said Japanese stocks were cheap despite recent strong gains.

Sony was noncommittal when asked for comment on Tuesday. The company said in a statement that it was "focused on creating shareholder value" while the board reviews Loeb's proposal, and "looks forward to a constructive dialogue with our shareholders."

Sony shares gained 3% in Tokyo trading and have surged 121% so far this year. The company will release its latest quarterly earnings report on Aug. 1.

Arkansas water park closes after rare meningitis is confirmed

LITTLE ROCK, Arkansas (Reuters) - A popular Arkansas water park voluntarily closed after a 12-year-old girl who swam there was diagnosed with a rare case of parasitic meningitis, authorities said on Monday.

The Arkansas Department of Health and the U.S. Centers for Disease Control and Prevention confirmed the case last week. The owners of Willow Springs Water Park, which has been operating for 85 years, closed the park on Friday.

The disease is caused by a "brain-eating amoeba," according to the CDC website, that is found in warm rivers, lakes and streams, primarily in the southern United States.

The parasite can cause a rare but severe brain infection that is usually fatal. When the parasite enters the body through the nose, the illness can occur, the Arkansas Department of Health said.

Arkansas Health Department spokesman Ed Barham said tests had determined that the amoeba was in the water at the park.

The girl was in critical condition at Arkansas Children's Hospital in Little Rock, the Arkansas Department of Health said on Monday.

This is the sixth case of the disease in Arkansas in 40 years, the health department said, adding that the last case in the state was in 2010. There were 31 cases of the infection in the United States from 2003 to 2012, the CDC said.

"It is exceedingly rare," said Dirk Haselow, a state epidemiologist. "A sporadic case occurs one in 33 million."

House, Senate at odds over 2014 military, civilian pay raise

Congress is on a collision course over 2014 pay raises for service members and federal civilians.

In the House of Representatives, lawmakers support a 1.8 percent increase on Jan. 1 for active-duty and reserve troops, which would match last year?s average growth in private-sector wages. Defense civilians, whose pay has been frozen for three consecutive years, would get no increase in 2014.

But on Tuesday, the Senate defense appropriations subcommittee rejected the House plan. The panel?s version of the 2014 defense appropriations bill includes a 1 percent pay raise for military and civilian workers, effective Jan. 1.

Differences between the House and Senate plans will have to be reconciled before a final bill passes.

The White House and Defense Department are siding with the Senate. Defense and service officials are making an increasingly aggressive stand against a 1.8 percent pay raise, saying the slightly bigger increase would add $580 million to the defense budget in 2014 and $3.5 billion over five years. That money could be used instead for weapons modernization and other needs, officials have argued.

The White House opposes freezing federal civilian pay for a fourth year. The Defense Department?s cost for a civilian raise next year would be about $430 million, an expense that would eat up part of any savings realized from a lower military raise.

Governors Martinez, Sandoval Can Teach GOP on Hispanic Outreach

Republican strategists are looking to the governors of New Mexico and Nevada for pointers as they focus efforts on trying to capture the surging, but traditionally Democratic, Hispanic vote to help turn more states red and recapture the White House.

Both states are primarily Democratic, but they elected Hispanic GOP Governors three years ago ? Susana Martinez in New Mexico and Brian Sandoval in Nevada.

According to Politico, campaign observers attribute their success to being able to stay true to the core GOP messages of smaller government and lower taxes, without alienating Latinos and women on social issues.

Both also focus almost exclusively on home-state issues and building their own brands as distinct from that of the national Republican Party, Politico reported.

While Martinez and Sandoval drew only a third of Hispanic support during their 2010 campaigns, they have since made strides among Latino voters by taking positions in the national immigration debate which has helped them engage more with the community.

Both now hove approval ratings near or above the 60 percent mark, Politico reports.

"Both of them have managed to build their own brand and stay far away from the national GOP infighting and Washington dysfunction," GOP strategist Ana Navarro told Politico. "They've stuck near to home; they've worked really hard . . . They are very busy being governors."

Latino Decisions pollster Matt Barreto suggests Republicans can continue to make strides with Hispanic voters even if they don't agree on all policy issues. Outreach is the key to success, he said.

"You have to either be a Hispanic Republican or be a Republican who is completely comfortable with the Hispanic community and Hispanic issues, like George W. Bush," Barreto told Politico.

Software experts attack cars, to release code as hackers meet

Car hacking is not a new field, but its secrets have long been closely guarded. That is about to change, thanks to two well-known computer software hackers who got bored finding bugs in software from Microsoft and Apple.

Charlie Miller and Chris Valasek say they will publish detailed blueprints of techniques for attacking critical systems in the Toyota Prius and Ford Escape in a 100-page white paper, following several months of research they conducted with a grant from the U.S. government.

The two "white hats" ? hackers who try to uncover software vulnerabilities before criminals can exploit them ? will also release the software they built for hacking the cars at the Def Con hacking convention in Las Vegas this week.

They said they devised ways to force a Toyota Prius to brake suddenly at 80 miles an hour, jerk its steering wheel, or accelerate the engine. They also say they can disable the brakes of a Ford Escape traveling at very slow speeds, so that the car keeps moving no matter how hard the driver presses the pedal.

"Imagine what would happen if you were near a crowd," said Valasek, director of security intelligence at consulting firm IOActive, known for finding bugs in Microsoft's Windows software.

But it is not as scary as it may sound at first blush.

They were sitting inside the cars using laptops connected directly to the vehicles' computer networks when they did their work. So they will not be providing information on how to hack remotely into a car network, which is what would typically be needed to launch a real-world attack.

The two say they hope the data they publish will encourage other white-hat hackers to uncover more security flaws in autos so they can be fixed.

"I trust the eyes of 100 security researchers more than the eyes that are in Ford and Toyota," said Miller, a Twitter security engineer known for his research on hacking Apple's App Store.

Toyota spokesman John Hanson said the company was reviewing the work. He said the carmaker had invested heavily in electronic security, but that bugs remained ? as they do in cars of other manufacturers.

"It's entirely possible to do," Hanson said, referring to the newly exposed hacks. "Absolutely we take it seriously."

Ford spokesman Craig Daitch said the company takes seriously the electronic security of its vehicles. He said the fact that Miller's and Valasek's hacking methods required them to be inside the vehicle they were trying to manipulate mitigated the risk.

"This particular attack was not performed remotely over the air, but as a highly aggressive direct physical manipulation of one vehicle over an elongated period of time, which would not be a risk to customers and any mass level," Daitch said.

'Time to shore up defenses'
Miller and Valasek said they did not research remote attacks because that had already been done.

A group of academics described ways to infect cars using Bluetooth systems and wireless networks in 2011. But unlike Miller and Valasek, the academics have kept the details of their work a closely guarded secret, refusing even to identify the make of the car they hacked.

Their work got the attention of the U.S. government. The National Highway Traffic Safety Administration has begun an auto cybersecurity research program.

"While increased use of electronic controls and connectivity is enhancing transportation safety and efficiency, it brings a new challenge of safeguarding against potential vulnerabilities," the agency said in a statement. It said it knew of no consumer incident where a vehicle was hacked.

Still, some experts believe malicious hackers may already have the ability to launch attacks.

"It's time to shore up the defenses," said Tiffany Strauchs Rad, a researcher with Kaspersky Lab, who previously worked for an auto security research center.

A group of European computer scientists had been scheduled to present research on hacking the locks of luxury vehicles, including Porsches, Audis, Bentleys and Lamborghinis, at a conference in Washington in mid-August.

But Volkswagen obtained a restraining order from a British high court prohibiting discussion of the research by Flavio D. Garcia of the University of Birmingham, and Roel Verdult and Baris Ege of Radboud University Nijmegen in the Netherlands.

A spokeswoman for the three scientists said they would pull out of the prestigious Usenix conference because of the restraining order. Both universities said they would hold off on publishing the paper, pending the resolution of litigation.

Volkswagen declined to comment.

Sina Weibo?s Failure: Why Chinese Companies Should Take the Rest of the World Seriously

Last week, we reported that Sina Weibo has added Facebook login to its service to make it easier for overseas users to sign up. My response? Way too little, way too late.

A couple of years ago, Weibo was buzzing. Even outside China, lots of people were talking about it. But despite the interest from overseas pundits, brands, and social media watchers, Sina made pretty much no attempt to make the service accessible to anyone other than Chinese people. It didn?t even bother to localize the service in other languages (which would have been easy), let alone push more strongly into any new markets. And at the time, everyone seemed to think that made a lot of sense. China?s market, after all, was gigantic and still growing. Why should Sina even bother with foreigners when there was so much work still to be done in the Chinese market?

The short answer is risk. Although all markets are regulated by the government, China?s internet market is quite heavily watched, and especially with services that provide user generated content, the risk that the government is going to step in and change how things work is quite significant. This is, in fact, pretty much exactly what happened to Sina Weibo. the government wanted real name registration and stepped-up censorship practices. Users didn?t, so when an alternative service (WeChat) came along, people stopped visiting weibo so often.

Having realized this, it seems the company is now finally willing to implement a few features that benefit overseas users. Unfortunately, no one overseas cares anymore either. The buzz is gone, so there is no reason for social media fans to flock to Weibo, and Chinese users all appear to be headed to WeChat, so that?s where the foreign corporations are inevitably headed too.

Sina?s laser-like focus on the Chinese market two years ago prevented it from building up what probably could have been a significant market overseas. Was Weibo ever going to overtake Twitter in the United States? Probably not. But the service had enough unique features that it might well have gained a cult following, and I suspect it could have performed especially well in some of Southeast Asia?s developing countries.

weibo-guy-questionWeChat?s success overseas despite the fact that the American chat app Whatsapp came first is proof that a Chinese company taking overseas markets seriously can still succeed there. And the good news for Tencent now is that even if China?s government implements regulations that drive domestic users away, the app now has a massive userbase overseas that it can turn to. I bet Sina wishes it was in a similar position, and it probably could have been if it had actually tried.

This is something I see frequently with Chinese tech companies. The rationale tends to be that China?s market is already big enough, and that Chinese companies don?t tend to do well overseas. I don?t dispute either of those points. But China?s market being big is meaningless if you are regulated out of it. And part of the reason for Chinese companies? lack of success overseas is that most of them barely try. How hard would it of been for Sina to implement a proper English language interface and interfaces in a few Southeast Asian languages? It would not have taken much effort, time, or money to do at least that. But at the time, Sina was not interested in the rest of the world. Now that China has moved on, I think Sina is going to find that the rest of the world is no longer interested in Sina.

And Sina isn?t the only Chinese company in this position; lots of Chinese tech firms operate China-centric businesses in sectors where the regulatory risk is quite high. For example, Chinese taxi apps are currently at risk of being squeezed out of that market by the government, but very few of them have attempted to expand overseas at all. We?ve seen lots of taxi apps fighting for market share in Southeast Asia. Why aren?t Chinese apps trying to be a part of that market, too?

Some people will tell you otherwise, but there are Chinese tech companies that are making world-class products. And frankly, it?s a damn shame that either due to incompetence or disinterest on the part of their producers, these products aren?t being shared with the rest of the world. If Chinese tech companies want to be successful on a global scale, they?re going to have to stop thinking of the rest of the globe as a last resort to come to only if China doesn?t work out.

This is not to say that they should focus only on overseas markets and ignore the Chinese market, which truly is massive and continues to grow an extremely rapid pace. Having built markets in other countries would have helped Sina mitigate the risks inherent in the Chinese market like the mandatory censorship that has helped to sour many users on the service. Instead, Sina chose not to bother, and the Facebook login it is only now getting around to offering is a pretty meaningless gesture at this point. Other internet companies would do well to learn from Sina?s mistake.

Zuckerberg's Plan For Next 5 Billion Users - Business Insider

Facebook's big increase in Q2 revenue ? it was up 53% to $1.81 billion ? took investors by surprise this week.

It should not have.

CEO Mark Zuckerberg has, refreshingly, spoken in plain English about exactly how Facebook's revenue will grow, and where its new users will come from, for months now. The company has been very clear that its user base is switching from desktop to mobile, and that is where growth will come from.

It's just that most people weren't listening.

Literally.

They see those little blue ads in Facebook that they "never" click on in the news feed, and assume that everyone else never clicks on them either, and that therefore Facebook has an uphill battle ahead of it. Especially as its user-growth is slowing.

Because, as we all "know," user-growth at Facebook is nearing an end. Facebook has about 1 billion users ? where could new users possibly come from?

But Zuckerberg just used his Q2 earnings call to spell out in detail exactly how he expects Facebook to connect 5 billion more people. It seems impossible, hyperbole. Six billion is almost the entire population of the Earth.

Given that everything Zuckerberg has previously told us has come true? ? surprisingly! ? perhaps we should hear him out. If you listen ? and do the math ? it turns out that Facebook has a 27-year plan for adding 5 billion more users.

Manifesto For The Future Of Facebook

Here's what he said. When you isolate Zuckerberg's words from the call, and edit them together, they form a sort of "Manifesto For The Future Of Facebook."

And it's all about the long-term. Zuckerberg used the phrase "long" or "long-term" six times on the call, so clearly that's what's on his mind.

The first thing to note about user growth is that since Q3 2011, Facebook has consistently, repeatedly added 45-50 million users every quarter. (See slide 4.)

That feels small because Facebook has 1 billion users.

But if some Silicon Valley startup suddenly reported that kind of user growth, it would be the hottest company in the U.S.

Because it's Facebook, no one cares.

Facebook's user base is very American, which another way of saying that there is a lot of growth available in Asia, Africa and other large, un-Facebooked geographies. Facebook's feature phone app, Facebook For Every Phone, has added 100 million users since its launch. Most Americans won't see it, because we use Facebook on smartphones. But if you're poor and foreign and you use a cheap or free phone, FEP is your Facebook.

Again: If there were a startup app company in New York's Flatiron district that had added 100 million users in the last couple of years, people would be raving about how awesome it is.

But because "we" can't see FEP, it doesn't count.

Long term, long term, long term

Here's how Zuckerberg sees that developing in the long term:

One of the questions I frequently get asked are what are the big changes we want to make in the world over the next 5 or 12 years? Now that we?ve connected a 1 billion people, what is the next big ambition? There are three main goals I would like us to achieve. Connect everyone, understand the world and help build the knowledge economy.

Connecting everyone is about growing our community to reach the next 5 billion people. Our mission is to give all people the power to share and make your world more open and connected. And that means everyone. Not just product in developed countries.

... I think we're early. And one of the interesting things over the past six months or so is reaching 1 billion people was this big rallying cry for the company for a long period of time. And I think as we've passed that, we've seen the ambition that the company has grow. And reaching 1 billion users was a great first thing to focus on because no one had ever built a service that had 1 billion active people who were signed in and had real identity before.

But in a way it's actually kind of just an abstract, there's nothing magical about 1 billion. The real goal is to connect everyone in the world and help people map out everything that there is.

In some ways this is just rhetoric. Many CEOs talk about connecting with "everyone."

The difference is that those CEOs are not adding $100 - $350 million in revenue to their businesses every quarter, and adding 45 million new customers every quarter, sequentially.

The flipside of being huge is that there are network effects and switching costs for customers who don't want to be part of Facebook. We've all got a couple of friends who refuse to be on Facebook. You know the ones. They're the guys who are always slightly surprised when you say that of course you've seen the new baby pictures from your old college buddies. They were on Facebook.

Not being on Facebook is a bit like not watching television. Sure, you can refuse to look. But it doesn't help you keep abreast of where the culture is headed.

Facebook is a lot like cable TV ? it's a utility that (nearly) everyone has, but few people have genuine affection for. We complain about it all the time. But imagine if it disappeared.

That's where Facebook is headed: It's going to become a global connection utility that we'll all use, even though it can be annoying.

Zuckerberg has chalked up 1 billion or more users in just nine years, and it's still clocking 45 million more every three months.

Skeptics should bet against the next 5 billion at their peril. At the current rate, it will take Zuckerberg only 27 more years to get there.

US gas prices up 8 cents over past 2 weeks

CAMARILLO, Calif. (AP) ? The average U.S. price of a gallon of gasoline has jumped eight cents over the past two weeks.

The Lundberg Survey of fuel prices released Sunday says the price of a gallon of regular is $3.67. Midgrade costs an average of $3.85 a gallon, and premium is $3.99.

Diesel was up four cents at $3.93 gallon.

Of the cities surveyed in the Lower 48 states, Charleston, S.C., has the nation's lowest average price for gas at $3.34. Chicago has the highest at $4.10.

In California, the lowest average price was $3.83 in Sacramento. The highest was in Los Angeles at $4.04. The average statewide for a gallon of regular was $3.97, an increase of two cents.
